Way to expensive for the work they do

I went here to get a estimate on getting a factory bumper painted, they gave me a price of $150. I thought hey thats great i knew it was just a rough estimate. I went back with my bumper and the guy tells me about primer, clear coat, flex something or other and all of a sudden the price is $346. If youre going to give someone a rough estimate on painting something you know what materials are needed and you know there is going to be labor, how did $150 pop into this guys head. Classic bait and switch
